I looked at Xodo, please enlighten me! She would be able to print to handout format from powerpoint, then markup in xodo, and be done? That sounds absolutely wonderful.

What you are suggesting is that she imports the powerpoints as full pages, takes her notes around them, prints/exports to pdf from one note (landscape orientation with page breaks already determined) and that is one solution? She tells me she inserted the powerpoint into onenote as handout format (again, I don't know enough specifics to speak options within this realm of importing powerpoints). Take notes as she used to - Minus printing and with stylus in excess white space. Her end goal is that now she wants to mimic that exact procedure and not print, just have them noted the same method she is used to, which is utilizing said white space on handout format, only with the stylus. She is formerly/typically will physically print slides in handout layout prior to her new laptop with the stylus and utilize the white space to take notes on a physical sheet of paper. I'm not sure why she's formatting them into PDFs afterwards, if she's going to print the 4 to a sheet slides in the end, why doesn't she just start with those and an actual pen? Seems to be opposite the point of OneNote/paperless note taking? You can also just take notes onto/around the slides in PowerPoint.

I recommend Xodo, it's free and very comprehensive. Has she tried being in OneNote and inserting a PowerPoint into it? An alternative is just getting a better PDF editor and making her notes in there then printing them to OneNote as she sees fit. If she does want to make sure that the page breaks will be there, you can set up the OneNote page ahead of time as landscape mode and place the slides in manually, I guess? OneNote is probably getting confused by the handout layout. She should just export them directly into OneNote as individual slides and then zoom out/position them however she wants, you don't need to pre-format, OneNote has a pretty much infinite area.
